Born in the coastal city of Pohang, he studied International Relations at the Anahuac University, Law at the Latin American University, and Legal Translation and Expert Function at the Higher Institute for Translation and Interpretation Studies.
He is an expert translator and interpreter of the Korean language, authorized by the Superior Court of Justice of Mexico City and the Federal Judicial Council, Judicial Power of the Federation (Mexico) , he is one of the first expert translators in Korean language authorized by the Superior Court of Justice of Mexico City.

He is also a registered Spanish language translator and interpreter with the Seoul Central District Court and Busan District Court with a judicial interpreter license, considered by the Ministry of Justice as a qualified translator to perform certified translation in Korea.

To date, he has collaborated with numerous private companies and government institutions in Korea, Mexico, Spain, and other Latin American countries.
In addition to his profession as a translator and interpreter, he has participated in various conferences and research related to Korean studies and Latin American studies, and currently serves as a correspondent for various Korean news agencies such as KBS in Mexico, and He taught Korean Language and Culture courses at various academic institutions, such as the National Autonomous University of Mexico.
He is co-author of the book "Report of the Korean Wave in Latin America". published by the Korean Institute for International Cultural Exchange (KOFICE), a dependency of the Korean Ministry of Culture, Sports and Tourism, and previously served as a researcher at the Center for Human Rights for Refugees and the Association of Korean Lawyers for the Public Interest and Human Rights, both located in Seoul.

In 2018, he was appointed as Counselor of the National Unification Council, assuming the responsibility of advising the President of the Republic on the unification policies of the Korean peninsula.

Apart from Spanish and Korean, he also speaks English and Japanese.
​
He currently resides in Mexico City and Seoul.
